It's the only sane explanation.
Outdoors, flies do what they have to do. They may not be nature's most photogenic beasts, but they go about their business (which often involves other creature's business - but that is not important right now), and everything is relatively fine.
Actually, they're cleverer than that, because they find a way into the most securely “anti-fly'ed” buildings. Through tiny cracks they crawl, they time their entry through seldom-open doors perfectly and they effect stunning and inexplicable break-ins through seemingly solid walls. So far so good.
However, when inside, they are a very different kind of beast. Away from the GPS signals through which they receive instructions and information they are completely clueless. The fly around randomly, unable to effect an escape, even with a wide open door being shown to them. They prefer, instead, to buzz around a tiny window pane till half dead.
Once they perfect a method of ensuring their “hive consciousness” works indoors, we're all dead meat.
